Technical Assistance for Implementation of REACH Regulation

Overall Objective:

• The overall objective of the project is "to improve the protection of human health and environment in Turkey by implementation and enforcement of the specific EU legislation on chemicals".

Project Purpose:

• The specific objective is "Strengthening the existing capacity of the governmental institutions involved in implementation of the chemicals management legislation and establishing the necessary system, institutional structure and legal framework, and increasing the institutional capacity for the implementation of the REACH Regulation in Turkey."

Results to be Achieved:

Component 1:

• Provide assistance to build to the necessary institutional structure for the REACH implementation. Required institutional arrangements for the implementation of REACH are determined.

Component 2:

• To improve the existing registration system and inventory system of chemicals for REACH. Existing registration system and inventory system of chemicals are improved.

Component 3:

• Provide assistance to build the legal framework, guidelines and follow-up actions for implementation of the REACH regulation. Draft legislation on REACH and guidelines in Turkish are prepared.

Component 4:

• To increase the awareness of major groups and decision makers in relevance with REACH implementation. Awareness of major groups (manufacturers, importers, downstream users of chemicals) and decision makers is raised.

Component 5:

• Provide assistance to carry out impact analysis and to determine effects to industry for the implementation of REACH regulation. Impact analysis for the implementation of REACH regulation in Turkey is carried out.

Component 6:

• Provide assistance to establish Helpdesk for facilitating guidance to the industry users. REACH Helpdesk under MoEU is established.
