Overall Objective:
To provide adequate data and analysis, in the field of education, for the purposes of facilitating policy decisions towards implementation of the pre-accession strategy and the adoption of the Acquis.
Project purpose:
To upgrade the data collection system of the MoNE according to the EU standards in the area of education by developing a system which will enable all beneficiaries to get reliable, coherent data on finance, personnel, student enrolment, graduations and drop outs align with national and international definitions and which will be the main source in their decision-making process.
Results to be Achieved:
Component 1: Assessment of Needs and Comparison
- Result 1- Data collection and dissemination system of MoNE is identified and compared with best practice EU countries
- Result 2- IT/ICT infrastructure and software portfolio of MoNE is identified and compared with best practice EU countries
- Result 3- Training needs are identified
- Result 4- Explication of EUROSTAT educational statistics methodology
Component 2: Adaptation and Upgrading
- Result 5- EUROSTAT Educational Statistics Methodology is adapted to MoNE
- Result 6- Technical and managerial capacity of policy makers, decision makers and technical staff are improved.
- Result 7- MoNE databases aligned with EU standards are upgraded.
- Result 8- Reliable, coherent and analyzable data which are compatible with EUROSTAT norms/standards are settled.
Component 3: Public Awareness

Overall Objective:
Developing and strengthening Turkey’s legal, institutional and technical capacity for alignment with EU’s integrated border management (IBM) policy and to support the Turkish Government in transforming the current border management to an integrated one by detailing the Action Plan in the form of a Roadmap defined in the Action Plan and ensure further development of high level border management architecture and standards in line with EU’s IBM policies and strategies.
Definition of future investment requirements to ensure harmonisation with the EU requirements as it relates to Border Management
Project purpose:
To perform a comprehensive needs analysis and report on border surveillance in Turkey’s green and blue borders by conducting site surveys to the border areas to improve blue and green border surveillance in compliance with EU Acquis and best practices
To give clear recommendations on technical infrastructure and administrative needs (determination and deployment of border surveillance equipment, power and water supply, surveillance premises, road construction, number of staff etc) for an efficient border surveillance,
To advise models to strengthen the control of green and blue borders, cooperation, information sharing, communication management and interoperability between border surveillance agencies within Turkey for the purpose of efficient border surveillance
Results to be Achieved:
Gap Analysis report on border surveillance in Turkey’s green and blue borders,
Needs Assessment and Feasibility Study Report based on site surveys,
Risk Assessment Report to identify risks and the countermeasures,
Technical Analysis Report including identification of border security systems for border surveillance in Turkey’s green and blue borders; border surveillance models and procedure for the roadmap, cost/benefit based investment plan and practical deployment plan.

| Project Details | Provision of Technical Assistance to Turkish Ministry of Environment and Forestry (MoEF) in the form of specialized consultants to achieve the objective of Development and Maintenance of Environmental Information Systems (EIS), in order to support the following overall objectives;
Enable Turkey to achieve a high level of environmental protection.
Compliance with the EU access to environmental information and reporting directives.
The infrastructure and main building blocks of the Environmental Information System has been implemented in previous project. Based on its outputs this project has been directly linked to the output of Access to Environmental Information and Institutional Building project.
In order to enable structured monitoring and management, the project activities have been categorised into phases as described below:
1. Initiation and Inception Phase:
Project Standards and methodology has been established in close co-operation with the MoEF project team including;
Project work plan
Detailed work approach
EIS Change management process definitions
Test - acceptance process definition and Acceptance Criteria (AC)
Project standards and forms
Change Management Group in MoE&F to evaluate and implement the needs and changes to the EIS.
Project organisation and team-up structure with roles and responsibilities.
2.EIS Infrastructure Phase : Strengthening the technical infrastructure of EIS system environment, database and applications and building capacities in ICT technologies for EIS. Technical studies include but not limited to the following;
Metadata, Templates, Overall System Functionality, Logging, Authentication and Authorisation Mechanism, Data Quality Assurance Mechanism, Paging, Advanced Search, Reports Engine. The achieved results are Sustainable EIS by technical training and close cooperation and visible EIS.
3.EIS Modular Enhancement Phase : EIS modular functional and technical improvements and enhancements have been implemented including but not limited to the following;
Functional enhancements and improvements on the EIS modules have been implemented. New modules and functionality have been incorporated into the system. EIS system incorporates the following main modules; General Information Module, Noise Module, Inspection, Waste, Water, Air, Coast and Sea, Soil, State of Environment Reporting, Geographic Information System Module.
EIS has been enhanced with comprehensive Geographical Information System designed developed and integrated with EIS.
Technical enhancements on the system include Single Sign-on capabilities to support the utilisation of EIS related systems from single entry portal environment. Data management capabilities have been greatly improved with design and development of data management module to incorporate all environmental relevant data into EIS database and applications.
4.EIS Dissemination Phase: Dissemination activities have been executed including the training of EIS to selected user base as determined by MoEF and to create environmental awareness incorporating the following activities:
Preparation of Training Strategy and Training Programme
Preparation of Training Material and Database
Execution of EIS Trainings, Evaluation of Training and Certification
Communications and Visibility Outputs (EIS poster: EIS brochure)
The EIS system visibility and sustainability is supported with prepared documentation and trainings to the MoEF IT department. TA has been provided for establishment of EIS Workgroup organisation structure and teams within MoEF for sustainability of EIS.

| Project Details | Provision of Technical Assistance to TCA in the form of specialized consultants to achieve the objective of "Develop and Enhance EU compatible Customs IT systems in line with the EU Acquis, by improving current systems and establishing new technical framework and new technology infrastructure".
Major activities implemented throughout the project are:
Component 1-2 :ITMS & BILGE-web
- Analysis and Comparison of TIT of BILGE and ITMS systems,
- System Design and Modelling of ITMS and its sub-systems integrated with BILGE,
- Determine Appropriate Functional and Technical solutions for ITMS implementation in line with BILGE future strategies,

| Project Details | Provision of Technical Assistances to achieve the objective of enhancing the institutional capacity of MASAK in order to fight against money laundering efficiently in the framework of harmonization with the EU Acquis concerning money laundering, establishment of the technical framework and technical infrastructure.
The main components of the project are:
Component 1 - Security Policy: This component includes organisation wide security risk analysis and risk assessment, preparation of security policy and standards at all levels (General, ICT systems including HW, NW, SW) monitoring and audit of implementation.
Component 2 - Control and Inspection: Technical assistance in implementation of hardware and network and relevant software and equipment. Assisting preparation of evaluation criteria, controlling, testing, guidance on inspection and acceptance.
Component 3 - Database and Software : Technical assistance in implementation of all the software components including COTS, database and custom developed applications. Configuration and customisation of COTS, integration of all the software items, verification & validation of software development life cycle and outputs, database configuration, security & performance, back-up strategy and disaster recovery, data migration and integration.
Component 4 - Training: The training component covers the planning, preparation and co-ordination of the training, the training of the MASAK experts, IT Training courses to IT staff and evaluation and certification.

| Project Details | The project consists of three major phases: These are (I)Project Preparation, (ii)Analysis, Design Phase (iii)Development and Implementation. Hugo Boss is one of the biggest companies world-wide in clothing industry. Among the short list including other software vendors from Europe and United States, KMO has been selected and contracted with Hugo Boss AG (headquarters in Germany) to accomplish the project. KMO-AIMS methodology is fully being implemented in the project including project management, project organisation, system logical and technical design and documentation standards, quality assurance, configuration management, software standards, development life cycle.
The services given in the first phase include; preparing project standards, hardware configuration and database configuration design, preparation and set up. Training of MIS staff concerning the methodology, standards, database and tools.
As the result of the second phase, requirement analysis, fit/gap analysis (this is performed to determine the percentage of fit of KMO's ready reference models and reusable objects), logical and preliminary technical designs have been accomplished.
Services provided in ongoing third phase include development and implementation supported with technical assistance and supervision. Completed modules have been migrated into deployment system. The project is planned to continue for Hugo Boss Production System world-wide.

KMO provided Turkcell with a business plan which included the idea of establishing Corporate Care Management Centres;
Upon project acceptance, Turkcell appointed four different Corporate Solutions Centres founded as separate legal entities.
K Mobile Technology Information Ltd. Co. (KMT) was founded in February 2005 with the objective of answering the expectations of the Turkcell clients with the customer management service provided by Mobile Technology Consultants
KMT has undertaken the management of more than 2.000 corporate customers of Turkcell located in Central Anatolia, mainly in Ankara with a team of about 20 personnel all of which were provided with the following trainings: Coaching, Sales Skills, Customer Relationship Management, Building up and Managing a Team, Technological Trainings, Turkcell Mobile Solutions.
The performance monitoring system based on "Balanced Score Cards" developed by KMT has become a reference to the other CSC's as well as Turkcell.
KMT provided its clients with any kind of mobile solutions possible on GSM platform and provide assistance for choosing the right tariff for their needs via tariff consultancy.
Organisational structuring of Corporate Solution Centres has become one of the most successful practices of Turkcell in 2005.
